The purpose of the position is to oversee and ensure the effective delivery, compliance, and strategic alignment of all IT services within all regulated entities of APEX Luxembourg, supporting business goals and regulatory requirements.
Job Specification
• Oversee the delivery of all IT services to the entities.
• Collaborate with all IT functions, e.g. Infrastructure & Operations, Applications
Services, to provide consistent services delivery.
• Collaborate with all IT functions to prioritize projects
• Work closely with RISK and INTERNAL AUDIT function to ensure risk
identification, remediation plans and reporting.
• Represent IT within the risk meetings and executive meetings.
• Provide regular reporting on IT services, IT risks and projects, supported by KPIs.
• Contribute to IT audits and oversee remediation actions definition and
execution.
• Ensure compliance with regulatory requirements (e.g. CSSF circular 20/750,
DORA).
Qualifications Required
• Batchelor in information technology, Computer Science, Engineering, or related
discipline
• A master’s degree is highly preferred: Master’s in information technology, Computer Science, Engineering, or related discipline
Skills Required
• Proven experience in technology leadership roles within banking or financial
services.
• Strong understanding of banking operations, regulatory environment, and emerging financial technologies.
• Good understanding of the CSSF regulations, and how they are applied to
technology standards and controls
• Excellent communication, stakeholder management, and strategic thinking skills.
• Strong knowledge of IT governance frameworks (e.g., ITIL, COBIT) and regulatory requirements specific to banking and financial services.
• Experience supporting audits, ensuring compliance, and managing third-
party/vendor risk.
Skills Desirable
• Experience as IT manager is preferred.
• At least 5+ years of experience in similar roles.
• Project management experience.
• Deep understanding of financial service products.
• Strong problem solving & excellent verbal/written communication skills.
• Excellent reporting & communication skills to IT & Business teams.
• Ability to converse with both technical & business teams.
• Fluent in English, both written and verbally
