SENIOR PROGRAM MANAGER

Department Engineering / Technology

POSITION SUMMARY

The Technology Program Manager is responsible for coordinating and aligning initiatives across the QA Center of Excellence (COE), DevOps COE, and Engineer Excellence Team. This role operates as a neutral program-level partner, ensuring dependencies are surfaced, risks are managed, and leadership has an accurate, consolidated view of cross-functional delivery progress. The ideal candidate brings sufficient technical fluency in software development, DevOps, and QA practices to engage meaningfully with engineering teams and facilitate well-informed, grounded conversations. This role also carries an active orientation toward AI — using AI tools to enhance personal effectiveness and helping the teams they support identify and adopt AI-powered ways of working.

KEY RESPONSIBILITIES

Program Coordination and Alignment

• Maintain a consolidated view of initiatives, priorities, and delivery progress across the QA COE, DevOps COE, and Engineer Excellence Team.

• Coordinate alignment across the three groups for established initiatives, ensuring dependencies are surfaced, managed, and progressing in a consistent direction.

• Identify and track program-level risks and blockers, escalating as needed to the appropriate stakeholders.

Neutrality and Objectivity

• Operate as a neutral, program-level resource that serves the collective goals of all three groups rather than advocating for any single one.

• Support cross-functional decision-making by ensuring all perspectives are represented and outcomes are evaluated against shared organizational priorities.

• Maintain trust across team leads by being a consistent, objective, and reliable partner.

Leadership Reporting and Visibility

• Ensure senior leadership has a consolidated, accurate view of program health across the QA COE, DevOps COE, and Engineer Excellence Team.

• Prepare and maintain program-level status reporting, surfacing key milestones, risks, and delivery trends in a format that supports leadership decision-making.

• Respond to leadership requests with timely, well-framed information that reflects the state of cross-functional work.

Cross-Functional Stakeholder Collaboration

• Work closely with the leads of each group to ensure cross-functional initiatives are well-coordinated and moving forward.

• Partner with the US Agile Tech Lead and GVAT CN to ensure program-level alignment extends across geographies and functions.

• Serve as a connector across teams, reducing friction and ensuring the right people have the right information at the right time.

Program Governance and Process

• Support the governance frameworks established at the COE and Engineer Excellence Team level by ensuring program-level processes are documented, followed, and visible.

• Maintain program infrastructure including planning calendars, milestone tracking, and cross-functional documentation.

• Identify opportunities to improve coordination and communication across the three groups and recommend solutions to leadership.

AI Adoption and Enablement

• Actively use AI tools (including Claude and Claude skills) in day-to-day work to improve reporting, analysis, status communication, and program coordination.

• Identify practical opportunities where AI can reduce manual effort or improve the quality of cross-functional workflows across the QA COE, DevOps COE, and Engineer Excellence Team.

• Partner with team leads to introduce AI-assisted workflows, templates, and automations into program-level processes.

• Share reusable prompts, tools, and AI resources across teams to build collective capability and reduce duplication of effort.

• Stay current on AI tooling available within Sovos and proactively recommend adoption where it aligns with program needs and organizational standards.

QUALIFICATIONS

Required

• 5+ years of experience in program management, project management, or a closely related role within a technology or software organization.

• Exposure to software development practices sufficient to engage in technical conversations — understanding of SDLC, Agile/Scrum methodologies, CI/CD concepts, and QA fundamentals.

• Familiarity with DevOps practices (pipelines, environments, release management) and QA processes (test planning, defect tracking, quality gates) at a conceptual level.

• Practical experience using AI tools (such as Claude, ChatGPT, or equivalent) to enhance personal productivity, reporting, or communication in a professional context.

• Demonstrated curiosity and comfort with emerging AI capabilities, with the ability to evaluate and apply them pragmatically within program workflows.

• Strong organizational and communication skills, with the ability to synthesize complex, cross-functional information into clear status reporting for senior leadership.

• Demonstrated ability to operate with objectivity and neutrality across multiple teams with competing priorities.

• Proven experience managing dependencies, risks, and blockers across concurrent workstreams.

Preferred

• Experience promoting or supporting AI adoption within a technology team or organization.

• Familiarity with AI-powered workflow automation or custom AI tooling (e.g., Claude skills, GPT integrations).

• Experience working alongside or embedded in engineering, QA, or DevOps teams.

• Familiarity with Jira, Confluence, or similar Agile project tracking tools.

• Experience in a multi-geography or distributed team environment.

• PMP, SAFe, or equivalent certification is a plus but not required.
